Impact of the MATP Brokerage in Washington County

Washington County Transportation Authority operates the Medical Assistance transportation Program to provide medical trips for riders who are enrolled in the Medical Assistance Program. MATP trips account of 36% of the shared ride service in Washington County.

With MATP brokerage model that was proposed in June of 2018, MATP trips would be removed from the service of transit providers and brokered out to a for-profit broker.

Brokers can contract with private transportation providers who do not meet the safety, training, drug & alcohol testing and insurance standards required by public transit systems.

Based on a single capitated rate, brokers are paid regardless if transportation service is actually provided to consumers.

Removing MATP from the coordinated systems will result in users having to call different numbers to schedule their trip and will be confusing for seniors and persons with disabilities.

Service hours & locations will also become more limited due to a decrease in the amount of riders per vehicle.
